Send all notes off to all MIDI outputs/plug-ins (Cmd ID 40435)

Sends an All Notes Off message on each channel of each MIDI hardware output and to each plugin. Also known as MIDI Panic message. Additionally Sustain Pedal (CC 64) value 0 is sent on each channel, to shut all MIDI sounds up reliably.
